Firstly, the effect this will create is a bad atmosphere at the tables, but secondly, if you decide to let loose a verbal outburst at an opponent, it shows you can’t keep your emotions in check. So basically, what you really achieve is to show an opponent they are getting to you emotionally and making you frustrated. Frustrated player always make the most mistakes.
If you are saying things to an opponent to further frustrate them because you can see they are irritable already, well this is using a situation to your advantage. There isn’t anything against this in the rules, as long as you are not being openly offensive or abusive, but you will not make any new friends engaging in this type of table talk.

Personally, I am far more likely to get annoyed at myself for making a mistake in my play than for getting unlucky, and I certainly wouldn’t show my opponents if I was frustrated by anything. The best way you can behave at the tables I feel, is with complete outward calm at all times.
